The California Department of Housing and Development’s Community Development Block Grant (CDBG) Program’s Coronavirus, Aid, Relief, Economic Security (CARES) Act Coronavirus (CV) Rounds 1, 2, and 3 deadlines are extended to April 30 and May 31, 2021.

The California Department of Housing and Development’s Community Development Block Grant (CDBG) Program’s Coronavirus, Aid, Relief, Economic Security (CARES) Act Coronavirus (CV) Rounds 1, 2, and 3 deadlines are extended to April 30 and May 31, 2021.

Approximately $77.1 million in funding is available pursuant to the Coronavirus Aid, Relief, and Economic Security (CARES) Act signed into law March 27, 2020. This amount includes $5.9 million of unclaimed funds from tranche one (CV1), plus $54.4 million of new funds from tranche two (CV2) and $16.8 million from tranche three (CV3) of new federal funds for the Community Development Block Grant-Coronavirus Relief (CDBG-CV) available for local assistance.

Only California cities or county’s that do not participate in the HUD-administered CDBG Entitlement program as either a direct entitlement or as part of a County Consortium are eligible to apply. This is still a large number of municipal agencies all around the state.

This grant deadline extension is great news and allows eligible cities and counties impacted by the pandemic to prepare their CARES Act applications before their allocated funds are distributed to other agencies. Costs incurred in COVID-19 response prior to allocation may be eligible for reimbursement as per the CARES Act. Applicants will be required to identify pre-agreement costs.

Unlike typical CDBG applications, eligible activities under this Program include: Public services, Public facility improvements, Public facility acquisition, and Economic development. The eligible applicant must show a direct nexus between the activity they are applying for and COVID-19. Additionally, the applicant will need to demonstrate that there will be no duplication of benefits with the use of the CDBG-CV funds. CDBG-CV applications are submitted through a simplified online application.
