Scott Carpenter brings a wealth of public affairs and government relations experience to his role as a Senior Associate at California Consulting. With over two decades of service in various public sector and advisory roles, Scott has built a reputation for strategic communication, stakeholder engagement, and effective advocacy at the local, county, and state levels.
Throughout his career, Scott has advised and supported elected officials, shaped public policy, and helped organizations communicate effectively with policymakers and the public. He has coordinated strategic messaging, guided public policy initiatives, and facilitated productive interactions between clients and government officials.
Scott’s extensive public sector experience includes serving nearly six years as District Director for State Senator John Moorlach. In that role, he managed all district operations, led staff training, and developed strong relationships with community leaders, business owners, nonprofit organizations, and elected officials. He also supported the Senator’s legislative agenda through community outreach, media communications, and policy collaboration with stakeholders.
Prior to that, Scott served five years as Senior Policy Advisor to Orange County Supervisor Shawn Nelson. He played a key role in shaping policy positions on a range of issues including healthcare, senior services, and proposed legislation. Scott also contributed to media outreach efforts and represented the Supervisor at key community and policy meetings. Before joining the Supervisor’s team, Scott successfully managed Nelson’s campaign for the Orange County Board of Supervisors.
Scott began his public service career as a Field Representative and Legislative Aide to California State Assemblymember Chuck DeVore. He spent a year in the State Capitol, managing legislative research, staffing bills through the legislative process, and supporting the Assemblymember’s daily operations.
Scott holds a B.A. in Political Science and History with a Minor in Business from Concordia University, Irvine. A recipient of the Dean’s Scholarship, he was active in student government, serving as Student Body Vice President and a Student Senator.
Scott remains actively involved in civic and nonprofit efforts. He has volunteered as an advisor for the YMCA Youth and Government program and helped organize mission trips to Tijuana for homebuilding and humanitarian efforts. He currently serves as a Board Member for Our Nation’s Heroes Foundation, a nonprofit dedicated to supporting military service members and their families.
