California Consulting Announces the California COVID-19 Pandemic Recovery Fund has an Ongoing Deadline. Cal OES is advising to submit as soon as possible.

California COVID-19 Pandemic
 
Deadline: FEMA has extended the due date for submittal of the Request for Public Assistance (RPA) to 30 days after the incident period for the disaster event closes, however, Cal OES is advising organizations to submit sooner rather than later, so as not to wait until the last minute.

Summary: On March 22, 2020, the President declared the ongoing Coronavirus Disease 2019 (COVID-19) pandemic of sufficient severity and magnitude to warrant a major declaration for the State of California, pursuant to section 501 (b) of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5121-5207). State, Territorial, Tribal, local government entities and certain private non-profit (PNP) organizations are eligible to apply for Public Assistance. 
In accordance with section 502 of the Stafford Act, eligible emergency protective measures taken to respond to the COVID-19 emergency at the direction or guidance of public health officials’ may be reimbursed under Category B of the Federal Emergency Management Agency’s (FEMA) Public Assistance program.

The California Governor’s Office of Emergency Services (Cal OES) Recovery Section acts as the grantee for FEMAs Public Assistance program and is ready to assist potential applicants with applying for a Public Assistance subgrant and understanding eligibility requirements. Cal OES will present Applicant Briefings to provide an overview of the Public Assistance program process and requirements (date, time, and web location will be posted below).

APPLICANTS’ BRIEFING
FEMA-4482-DR-CA is the federal designation for the biological event with the incident period beginning January 20, 2020 and continuing. The briefings listed below are for all counties, cities, special districts, school districts, tribal governments, state agencies, and eligible private non-profit organizations that provided an essential social service in all 58 counties of the state of California.

These briefings will provide information on the application procedures, cost eligibility, documentation requirements, payment processing, and deadlines specific to the federal Public Assistance Program for the COVID-19 Pandemic event. Potential applicants for this event are encouraged to attend the Applicants’ Briefings.

Applicants must set up a Grants Portal Account and submit the Request for Public Assistance digitally from the account.
For Private Nonprofit and Tribal Governments: In order to set up an account (or for information on how to submit from an existing account), please send the following information to DisasterRecovery@caloes.ca.gov:
 – Legal Name of Organization
 – First/last name, phone number, and email address of the person who can set up the account (this person can add other users).
For State Agencies, Counties, cities, Local public authorities, School districts, Special Districts established under State law, visit: Grants Portal Log In Page.
The deadline to submit your RPA for the FEMA-4482-DR-CA event is 30-days past the date that the incident period for this event closes; the incident period is currently open, therefore the deadline is undetermined at this time.
Please extend this invitation to any organization that may have assisted with this disaster.
There is no need to RSVP for the Applicants’ Briefing you wish to attend. The presentations will be conducted in a “Listen Only” mode. Grants Portal Registration:
FEMA has added a new function to its Grants Portal website. Potential applicants, such as towns/cities, counties, special districts, UCs, CSUs, Tribal Governments, etc., (except for Private Non-Profits/Tribal Governments applying as their own Recipient) can now go directly to the Grants Portal website, create their own Organization Profiles, and submit a Request for Public Assistance (RPA) without having to first receive an Invitation from Cal OES.
 
Exceptions: This is not available to Private Non-Profits; they must still contact Cal OES via DisasterRecovery@caloes.ca.gov and request an Invitation to Grants Portal.
This is not available to Tribal Governments applying as their own Recipient.
If they wish to apply as a Subrecipient through Cal OES, they can utilize this function.
This is only available for the COVID-19 event (DR-4482).

Coronavirus Relief Fund:
As part of the CARES Act, the US Department of the Treasury will make payments from the Coronavirus Relief Fund to States and eligible units of local government, US Territories, and Tribal Governments.
