Deadlines: Immediate Needs Applications due by May 15, 2017; NOIs are due to Cal OES by June 15, 2017.

Amount: Up to $3 Million Federal Share

Match: 25% of program costs

Eligibility: State agencies, local governments, special districts, and some private non-profits

Description: FEMA’s Hazard Mitigation Grant Program (HMGP) funds plans and projects that reduce the effects of future natural disasters. Activities funded by the grant include Local Hazard Mitigation Plans (LHMPs) or Multi-Jurisdiction Hazard Mitigation Plans (MJHMPs) that can be approved by the Federal Emergency Management Agency (FEMA). Federal funding is provided under the Robert T. Stafford Emergency Assistance and Disaster Relief Act (Stafford Act) through FEMA and Cal OES.  Cal OES is responsible for identifying program priorities, reviewing applications and forwarding recommendations for funding to FEMA.  FEMA has final approval for activity eligibility and funding.  Well-developed, shovel-ready projects that implement a standalone, long-term risk reduction solution to a flood or erosion problem in impacted/declared counties will be most competitive.  Eligible applicants must have an approved Local Hazard Mitigation Plan and eligible projects must achieve a cost beneficial (Benefit Cost Analysis) of 1.0 or over.
