Danielle Noble, Senior Associate

With over 25 years of experience in social services, municipal management, and organizational and leadership development, Danielle Noble brings a unique blend of expertise to California Consulting. Her career spans roles as a grant writer and grants manager, non-profit administrator, and 18 years as a senior municipal executive, including serving as Deputy City Manager and Acting Director at the City of Santa Monica.

Danielle is an expert in social services, homelessness and housing policy and programs, and organizational and leadership development. During her tenure in Santa Monica, she oversaw the annual distribution of over $10 million in City General Funds, supporting 18 local nonprofits and 21 programs that addressed critical needs for youth and families, individuals with disabilities, seniors, low-income households, and those experiencing homelessness. She also managed applications and compliance for State and Federal funding streams, offering her a comprehensive understanding of the grant process from both funder and applicant perspectives. Her varied municipal career has equipped her with extensive knowledge of city operations, strategic priorities, and valuable connections across Southern California.

Danielle’s lifelong commitment to service fuels her passion for improving the well-being of individuals, communities, and organizations. She is a Certified Professional Co-Active Coach (CPCC) and Associate Certified Coach (ACC), applying her expertise to empower others through coaching, mentoring young leaders, and supporting municipal professionals in their career and leadership development.

Danielle holds a Bachelor of Arts from Ithaca College and a Master’s in Social Work (MSW) from the University of Southern California. She is also a graduate of the University of Virginia’s ICMA Senior Executive Institute and UC Berkeley’s Executive Seminar. Her volunteer work includes grantmaking with the Ojai Women’s Fund and serving as an ICMA Coach, helping to develop the next generation of municipal leaders.
